84的IP掉包严重

搞不懂IP是被墙还是怎么了，国内除了移动能ping通之外，其他的都超时。
用http://www.just-ping.com/
Ping了一下，        Packets lost (100%)  超级严重，不仅仅只是中国，香港、New York,  等地都不行，
发了TK给客服，问我是不是装了防火墙，还有提示说这个IP是 fine on.
Are you running any firewalls on the server? This IP is responding fine on our end:
我不大懂，是不是受惩罚了？

We need traceroutes to see exactly why these IP's are not working for you.

搞不懂他一直要求traceroutes这个干嘛？我也不懂怎么做了
